Clicking noise, no acceleration. Wiring issue?

I have a 1991 Club Car DS that's not running properly. The cart will idle, but when I press the accelerator, it won't rev up. It makes a clicking noise that sounds like an electrical issue.

two things happened simultaneously, so I'm not sure if one of these are causing the issues.

1. I removed the old, non functioning light kit which had headlights, brake lights, and a horn. Maybe something was done incorrectly when I removed everything?

2. The battery connected with the frame and created a huge spark. I know this is extremely dangerous. I was removing the battery and it fell over. Luckily I was not touching anything when this happened.

Before both events above happened, I removed the body and replaced all of the bushings, the shocks, installed heavy duty rear leaf springs, installed a new air filter, and installed a new head gasket. At some point the spark plug wire disconnected and I reconnected it.

Does anyone have any ideas as to what may be happening? I'm not sure where to start my diagnosis. I'm brand new to the golf cart scene.
