Tire Size not as Marked

My Wanda tires are not actually the size I see on the sidewall. They show as 22-11.00-12, which after some research my understanding is they should be 22” in diameter, 11” wide, and on 12” wheels. The actual tire size is 21-1/2” in diameter and about 9” wide. Am I misreading or misunderstanding the size label on the tire. They are at 20 psi cold, which is what’s marked on the sidewall. Shouldn’t the tires be closer to 11” wide?

Tire sizes are stated for a specific size wheel. A wider wheel would probably give you a little more side to side width. Still might not be a true 22" by 11" though. Even in the automotive world there is often a size difference between different manufacturers for the numerically identical tire size.
I'm not certain why, but for whatever reason they aren't entirely accurate (or truthful) about the measurements.

Made in China per back/other side of tire. Forgot to add these pictures. I’m mostly confused by the fact that the second number, 11, should be the tire width but they’re only 9 inches wide… OK, I just looked at the back side of the tires…turns out there’s a mark that says RIM 8.50 (see 3rd picture, below the “12” but it’s blurry). I’m guessing that’s the limiting factor to the max width tire I can have on these rims. Is that the case?
