If you have some spray carburetor cleaner you can: take off the intake hose, shoot a second or two of carb cleaner into the carb throat & see if it will fire up on that.

I already have the intake hose off so if I place my hand over it and press on the gas it will start up for a sec and die back down

If the thing sat for a while the carb is probably full of junk. Probably need to remove it and clean it out.
Make sure the main jet is clear, make sure to remove the main pilot tube and clean that.
And make sure the remove the idle air pilot screw on the side and clean that and all of the passages in the carb.
Usually the idle mixture screw doesn't need to be removed, but I've had a couple that wouldn't run right until I cut the notch off the screw and took it out and ran compressed air through the idle fuel ports.

The carb is new I replaced it when I replace the battery and starter/generator

Update so I checked the valves and the needed to be adjusted. I adjusted them and after that the cart started right up. Thanks everyone for all of your help.
