An update: pulled the carb off after i pulled the motor(doing a top end kit this winter). I tore the carb apart and absoultly spotless inside. No junk in the needle and seat. No junk any where. My new used carb ships out tomorrow so im gonna put my kit in that one. Only had 30 min on the kit. I dont know what else to check.

And i just checked the float and its good. It doesnt sink in water.

The needle or seat could be defective.When we raced stock-cars we ordered a big-dollar carb,put it on and couldn't get it to stop flooding.The needle was made wrong and wouldn't seal.Take the carb with the float and needle installed and gently blow(with your mouth)into the fuel-inlet.If you hear a small leak with the needle closed,problem solved,defective-needle/seat.

I will try that. Thanks. I saved all my old jets and such that came out of it so if i have to i can put the old needle and seat back in.

Worse come to worse, get a fuel shutoff valve and put it in the fuel line to the carb. They're about $4 at a mower shop. It won't " fix " the carb, but it will cure the flooding!
