What wire was jumped. The blue one that is coming out of charger port or the orange Wire that goes to the controller?

Do you put your meter on dcv 10 or 250 or 500 to read the 48 volts or do you put it on acv 10 or 250 or 500

What does “the controller won’t activate the ground “ mean? What would be the next step?
