That diagram is a awesome way to kill a rxv controller. Might be fine for "other stuff", but that'll cost ya $1000 on a rxv. Since vehicle wasnt yet specified (but was asked).

The 48v ground and the 12v reducer ground can't be the same wire!!!

It don't work like that. It can't work like that. Looking at the diagram more. It looks like your 48 ground should just hook to the reducer. Then your 12 volt stuff would go back separate to the ground. Don't tie them together though.
This would give you 48 coming into the reducer and 12 out by using the ground on the pack negative. But you don't want it the same wire. If this makes sense.

Now I do know some of the Ezgo model carts have the head lights wired to the key switch that is a separate 12 v going to the lights. If your cart has that then it maybe OK but until verified I wouldn't do it.

Unless your converter specifically says "isolated" on the label, You can wire all negatives together.

The vast majority of the converters out there, specially the ones under $100.00, are all common negative design and those negative wires are connected together inside the converter.

The only times I have seen the same color used twice is either for the negative (Black wires) or the +48v side (Red wires) where the larger gauge red is power to the converter and the thin Red wire is the trigger wire.

The largest gauge cable is usually the +12v output.

A picture of the converter or model # would clear up the function of each wire.
