Those are the motor studs rather than the F/R switch studs, but it appears there is some amps flowing or there wouldn't be a 20V drop across the armature.

Maybe the pedal / ITS senor are out of adjustment.

Try leaving the pedal fully upright and jumpering pack voltage from the battery pack's main positive terminal to the solenoid's small terminal with red wires on it. That should eliminate the throttle signal to the controller.

Since there is some amp flow, there is probably a bad cable or connection in the series loop.

I did have pack voltage on all 4 F/R studs,

That blows that theory.

Let's try it from a different direction.
Connect the DVM between the controllers M- and B+ terminals.
Voltage ought to go from 0V up to full pack voltage as pedal is pushed to floor.

If it doesn't, check the ITS voltage at the controller.
Should be 0.4V to 0.6V when solenoid clicks and 1.5V to 1.7V with pedal on floor.

Well When measuring cross M1- and B+ I did not get any voltage at any time. When measuring across B+ and B- I get pack voltage when acc. as soon as solenoid clicks, nothing in between and the same on M- to B+. I do not get any voltage on the ITS at the controller Also the wire from the F/R switch to the motor (A1) was reading about 15 volts at the motor and 37 at the F/R switch, same wire. I cleaned the lug and the terminal at the F/R switch and now it is 35 volts at the motor and the F/R switch. Motor terminals now read A1-37v, A2-37v, S1-35v, S2-35v, with the acc down. This is driving me crazy

If you get battery pack voltage between B- and B+ when the solenoid clicks and there is no voltage between M- and B+ even with pedal on floor, the controller is not passing amps to the motor.

That means:

A. The controller is being told to pass amps to the motor, but isn't doing what it is being told to do. (Bad controller)

B. The Accelerator pedal is telling the ITS sensor to send a wide open throttle signal to the controller, but isn't doing it. (Bad ITS system- Sensor, connecting wires or controller)
