Default Ezgo 2010 shuttle wont go

Hi, I have a Ezgo shuttle 4/6 buggy 2009 fitted with a Sepex 48 volt Curtis controller model 1264 serial No 5407.
All batteries are good total voltage 49.1 volts up to battery side of solenoid have check all wiring/cables for continuity all good apart from the two of the wires from the tow/run switch to junction 1 on the controller were broken (red/red/white) have replaced wires still wont go.
Have also tried the following parts off a working Ezgo with same controller.
Controller, solenoid, F n R switch still will not go (solenoid does not engage),
battery level indicator lights up.
Cannot find a flow charge for this Ezgo & 1264 controller so I can check for voltages etc to see where the problem is.

The controller itself may have been damaged from the run/tow wiring issue...

49.1 volts is low so suggest you charge the cart and see what it does after that.

The buggy still wouldn't go after we tried another controller of the same make, model and voltage from a identical working buggy.
The batteries have also been charged fully now and still wont go.
