Without changing the motor that is all you will gain (tire size makes a difference) I bet if I really greased bearings and did a full maintenance on the rear end then it would break the 19mph and hit 20mph with the wind at my back. I have to say thought the torque improvement is awesome with all those components. No problems up and down the banks where I take it fishing

I am fine not doing more than 19 i just want a consistent 19 uphill and all.

Did you put the tires on before you got the controller? I Just got mine in the mail today after a month and have the lift kit just waiting on for the controller to get back in stock.

With a series motor that does 19 max, you will never hold 19 up a hill. That's just not how series motors work.
