Default 2009 rxv back wheels wont move

I just bought a cart that needs work had no batteries in it when i bought it. The back wheels will not rotate, I jacked up back end and they will not move in either direction. Do you think the motor electric brake was set before batteries were removed? I am hoping once I get new batteries in the brake will disengage.

I also noticed the brake pedal I can almost press all the way to the floor is this because I have no batteries in it?

How do you set the emergency brake on an RXV cart under normal usage?

The RXV motor brake is engaged unless the controller sends it the signal to disengage. With no power, it will be always be engaged.

If you need to roll it, you can take the brake off (3x 10mm bolts, one electrical connector) and it will roll freely.

As stated brake is fail safe to engaged.

There is no mechanical linkage to the brake pedal. Cart is drive by wire and everything is controlled by the controller.

It is automatic. Engages when motor brings cart to a stop. All normal braking is done by the motor (regen). Stepping on the brake pedal only increases regen braking. There are NO wheel brakes on the RXV. It is a completely different cart than the others.
