Are all 2009's the IQ system?

On the add they said runs fast but has the governor on it to slow it down going down hills. Is this normal?

It could have the Excel system, which I believe came out in 08. PQ at the beginning of the serial number denotes IQ, PH on the other hand denotes Excel.

The braking is completely normal and is called 'regen braking'.

Well I got one today. A 2009 with 13 batteries for 1750. Can't wait to drop it off and get it set up how I want it.

I would buy an 09 for $2k anyday. And while having one new battery isn't ideal, it isn't going to cause any "problems" down the road. It may die long before the other 5, and will cause the charger to have to work harder but sometimes chit happens and you just have to add one new one. I wouldn't trash a 2013 set for one battery.
