Battery bank voltage 38.1 wheels on ground pedal fully depressed voltage 37.5. Cart tries to move but doesn’t hardly move at all. On slight incline of driveway

Possibly a stuck armature brush in the motor.

Is anything getting hot?

--------------
If the voltage between controller's M- and B+ terminals, goes up to near pack voltage with pedal on floor, than it is a motor issue (brushes - cables). If the voltage only goes up to a few volt, it is a throttle or controller issue.

Voltage between m- and b+ is 37.1 volts so close to pack voltage. So assuming I have a motor problem, brushes or commutator. The terminals on the motor were getting hot, 77 to 87 instantly

Sounds like you've narrowed it down to the motor.

We figured out the cart had the wrong motor in it thanks to another post on here and answers by JohnnieB. It had a shunt wound motor instead of a series one. Took me some time to find a used one but just put it on and the cart runs great. Thanks again for everyone’s help especially JohnnieB
