Club car ds ohv wont start

Hi guys im new here i just bought an 01 club car with a ohv engine. It wont start i checked for spark and that is good i check for fuel and found that the compression is comming out of the carb and not creating the suction it needs.... here is where i get confused.. i pulled the valve cover off found the lash on exhust side to be a little extra... but not enough to make it not open..the intake valve is black... probably some blow by.. and has some carbon build up... do they have valve problems and what would be the best fix here a compleat head or just rebuild this on.. i doubt its out of time
