What controller? What is battery voltage when motor volts is 31? So far, the numbers look poor. If battery volts is same = battery problems.

Generally speaking, a drop equal to one battery in the pack is a red flag for me

Is it springtime where you're at yet. Back during the winter my 48v pack dropped to 41v. That was when the temp was in the low 30's. Now that spring is here the voltage drop is 46 going up my measuring hill.
