cart slows down

When running on level ground my cart seems to do fine. When gonig up an incline it slows down to a crawl. The batteries are full charged and all the wires are in good condition. The batteries are kept full of water and the terminals are clean. is the problem in the controller are the motor, and how can I fix the problem?
