It indicates 2 problems, the solenoid is not activating and the controller is not putting out voltage...

Update: i tested the solenoid and I do not get a reading on the right side large post. The green wire going from the wiper switch to the resistor coil looks to have gotten to hot on both ends. What does all this mean?

problem solved! installed a new solenoid and now she run like new. the old one was only a year or so old, but cart does get lots of used so i guess it just wore out.

Glad you found it! Don't know why I didn't see this one or I'd have confirmed for you when you asked about the solenoid. At any rate, have fun carting again!
