Default Should my gas pedal assembly be electrically charged?

By a fluke I dropped my test light on the floor of cart and it flashed. I touch the aluminum bracket that surrounds the pedals and it light up bright. So I remove the rubber floor, and touch the mounting screws and still lights up. I remove the screws and lift out the whole assembly and it's still got power going thru it. More than 12v as it ended up blowing my test light bulb and the readings are off the chart on my voltmeter. Is it supposed to be like this? I can see it being right, what if you hop on with bare wet feet and touch it.

Make sure nothing is grounded to the frame. Electric carts do not use frame grounds for anything not on lights or anything. All negative connections go to battery pack negative.

I will check it I know I've never grounded anything to frame.
It's also hot when in tow mode

Are your batteries nasty with acid dripping down them onto the frame?

I don't seem to think so. It appears it's coming thru the brake cable rod from frame also. In tow mode the rod is getting 5-6v thru it even after I took all the bolts out of pedal assembly and lift it up out of cart. But the assembly is getting nothing. If I move the brake rod a certain way then it gets 0 also. So somewhere down the line there must a wire grounded or rubbed thru to the frame correct?
