It could be an indication of a bad Solenoid coil, but You need to do the proper test.
Place your voltmeter positive probe on the pack positive battery post. Place your voltmeter negative probe on the Solenoid small post with the blue/white-stripe wire (negative). You should get +48v (pack voltage) when You press the pedal and the Controller tries to activate the Solenoid. If You don't, remove the diode from the Solenoid small posts and try again. |

Tried it both ways with and without diode. Without the diode, the blue/white post at least stayed at 0 until the throttle was pressed and then voltage jumped all over again including flashing 0L while jumping around. No ‘click’ sounding like the solenoid engaged... cart still shutters

It will definitely shutter and get low voltage on the Controller if the Solenoid is not closing.
The 0L is strange here, make sure Your meter is set to DC Volts (200v scale if you have different settings). Disconnect the blue/white-stripe wire from the solenoid and measure the voltage on the wire itself as You press the pedal. |

If the voltage from pack positive is steady at the blue/white-stripe wire when it is not connected, double check the Solenoid blue positive wire.
Disconnect the Blue wire from the Solenoid and measure the voltage from pack negative or Controller B- to that wire to see if it is stable. That positive blue wire comes from a sonic-weld and those often fail, use the diagram below for reference: |
