Check the inside surface of the drum. Is it grooved? Tapered? Is there a notable ridge? Each side has a longer shoe and a shorter shoe. Shorter one should be toward the front of the cart, longer one to the rear. Easy to get them mixed up if you’re not aware & paying attention.

Also make sure the slider are moving freely. They allow the shoes to center in the brake drum

I am pretty confident the rotors look ok (I don't know what tapered means on this) Pads are plenty good. More dust than I like but it's a golf cart I can't make run. pads have same length pad, does metal around it count? Im not sure where the slider spring is. The two between the pads look ok but back pad is 80,,,% more difficult to wiggle than front pad. Difficult enough I could believe it could be problematic.
As always, I appreciate your time. This is supposed to be a fast cart.

There is a mechanism behind the shoes that should slide freely front to back or back to front this allows the shoes to float in the drum. You may need to break down and remove the shoes to get things lined out. Once you do you will see what we are trying to explain.

Both are non disc. I'm not sure disc isn't just a new fad

Ok. It seems like you guys are looking at my cart when I come inside. I took off pads and somehow feel confident I got it put righter together. I've got to get some needlenose to reapply last spring and then I think we'll be serious. What can I put on the brake spring just behind the wheel to keep them from sticking. This one was doing stuck like clicks and I'm only 80 yards from ocean and the cart lives uncovered under the house. But you guys are nailing it so far.
