Default Electric Yamaha g16

I have a Yamaha g16 that I think has a bad controller. I have tested the motor and it spins over, brand new solenoid, brand new f/r switch, and new batteries. My question is how to test the controller to confirm it is no good, at the a2 terminal on the golf cart I’m getting 37.8v and at the terminal on the controller that goes to the solenoid I’m also getting 37.8. So there is power getting to it. How do I test output power

Whenever I go to the website it never cover anything on that it stops after slide 39 or so and never gets to the electrical section of the manual

Or do you think this could be caused by something like a accelerator stop switch
