Question 12 volt power source

Hello, just bought a 2016 YDREX6 48v. Trying to familiarize myself with golf carts since I’ve never owned one. I’m going to install an LED light bar and tail light with a voltage reducer. There’s a USB charger in the dash, I’m assuming that is 12 volt.
A few questions-
How is that being powered? Is there a factory reducer somewhere or is it 8 volt?

Also, will it pull a wave runner and trailer up boat ramp and through campsites?

There are 2 unconnected wiring connections. 1 under seat for a IR transceiver and a 2 wire R and B under hood area.
What is the 2 wire connector for?
