Default g 16 cant rev

i got a g16 gas it runs good but the troble is that it will not rev up to top speed it runs but slow i chaged the carb and it is still doing the same and nobody missed with govanor the owner is 70 years old so i belive him in that nobody miss with the govanor i chaged the fule filter and still the same no impovment any ideas thanks

I would guess right off the top, that the air filter canister is not sealed. But you being a cart builder, I assume you have tried partially chocking it to see if it will run. Remove the air filter large hose from the carb. and see if it runs that way. If it does, then you know its the canister leaking.

Throttle cable adjusted correct? A few have said the exhaust has a butterfly in it that gets stuck. Check that too.

Check throttle cable it could be broken.

Engine runs slow or cart runs slow? Does it gain speed after a distance?

no the cart runs good it just runs slow much slower then others the carb was nasty so i put a new one runs better starts right away but when you drive it it is slow maybe 6 or 7 mph i put new fule filter new air filter and yes i put the little spung correct in the air filter cables same good they repond when activited by the pedle and i took all the gas out of tank and put new gas tought the gas might be bad but no still the same its driving me nuts

If it runs smooth, as in the engine is running nice, I'd look at the governor and clutches. To rule out the governor you can clamp or wire the throttle open at the carb to test, it will still start/stop running with the pedal. If it goes fast then its the governor. If not then look at the clutches. Is the governor adjusted up?
