g16 boggs down going up hill
starts out ok but loses power going up hill though about putting new drive belt on or governor bypass

Check the belt,but more than likely its' the govenor kicking in,Does it feel like it accelerates,then "hits a wall" and slows a little?

Make sure both primary and secondary clutches are articulating properly. Bogging going up hills can be caused by clutches not "downshifting" properly. A shot or two (no more !) of grease into each clutch might correct this, if sticky clutch is the problem. If that doesn't help, further inspection of the clutches may be in order.
