The new axle was a tighter fit and I had to tap it in with a mallet
edit to add
the bearing was about another $20.00
Is there a youtube video or something you can link to for taking out the axle? Do I need to take off the while brake assembly or just the outer hub?

You need snap ring pliers made to remove snap rings.

I have the same problem with my buddies cart and trying to post pics to ensure I order the right things
the interior of the hub is almost completely smooth, and the axle shaft is supposed to have a shoulder on it and the 1 1/2 inches of splines are gone- like they were machined down

Its getting close, might as well replace it now while I have the hubs off then later when Id have to disassemble it again.

Also I noticed the driver side is not spinning at all.. would replacing the axle fix this?

yes Yurtle The interior of the hub are now splineless and the last inche and 1/2 of the axle are now soooooth
