Unhappy Battery charger

Hi everyone. I am having problems see post not happy. How do you test a battery charger to see if it works. 2002 cc Ds new interstate batteries all new wires that I tripled check and cart is going really slow. Charger at 15 and really warm with charger on reading 9.5 to 9.10 on all batteries and 54.6 volts across. Any ideas ? Could I have lost something when everything was disconnected. Cart was pretty fast with old batteries
