Default 2004 G22E 3 amp fuse pop after new stock controller install

So I got a new controller installed on an otherwise dead cart. As soon as I hit the pedal I heard (and verified) the little 3 amp fuse close to the solenoid pop. So atleast I have life but what causes that fuse to blow? Bad solenoid? Solenoid is new but I didn't install it myself.

I should add (fixed in title also) it is an exact replacement stock controller.

I dont know if a g22 requires one but is there a diode on the solenoids smaller coil terminals?

It doesn't have one but maybe it should? Heck if I know. I wish I had seen the original.
