I was referring to the comment made by twilliams81. When he said he had to push it for a moment. Often, with a bad motor, it won't run until you push it a little and allow the brushes to make contact with a good spot on the armature. The cart will jerk and begin to run and will run fine until you stop again. And yes, a bad motor can definitely run a slow speed.

Update
Took motor out disassembled cleaned communicator , brushes looked good put back together, stuffed it back in cart, ran cart on jack stands no change.
Decided to replace solenoid $37 at local dealer 3 miles away, asked tech there what my problem might be,even showed him a video I took on my cell phone. He said it must be Mcor. I told him it was replaced once, than he said bring cart in for $100 diagnosis. I said I'm gonna change out solenoid and if that didn't work I'd make a appointment to bring him the cart
Well the solenoid went in and the cart runs great is working great, I took old solenoid apart and one contact was toast I guess it would make than heat up and break contact!
