No, The stop screws are pretty much not used in cart applications. It is on the carb and used when an engine is required to idle.
If the throttle is held open even a little it will backfire after coasting when you push the pedal to go again.
Follow the link in post 6 and go from there.

Got it. Thanks. Can I just back it out to the original number of turns or is there a particular way to re-adjust the screw?

Back it out until the throttle closes fully and then in just to touch it.
