Default 1982 marathon engine low rpms?

Happy new year everyone.
Have a question for the experts, I have 244 robin engine about 2 years old off a total rebuild ..runs good, seldom uses the choke to start. I just cant seem to get the rpms above 1500 while its on the ground. I have, 22 inch tires on it .I do have some weight on her a metal cab and a plow and dump box,and than my fat butt too. I can jack it up and get the rear tires off the ground and then I get the rpms no probelm .I opened up the muffler saw no carbon pretty clean . New belt? Clutch,? Hei ? Any ideas? I dont think the governor s is on it anymore...thx brad or do I just have to much weight?

Well you only had 9 hp to start and then you added all of the equipment listed above. (BTW if the avatar is your cart it looks very nice). Everything being equal I would hazard a guess that it is all too much for the little engine that can't.

That said you could check the compression to ensure that the engine is all it should be. If it is then the single biggest thing I see you doing is fitting the shorter Dayco HP2004 belt. With those 22 inch tires you are effectively overgearing the final drive and exaserpating your problem. The shorter belt will reduce the final drive and will give you better acceleration and low end torque.

What Dave said plus check if the secondary clutch is closing all the way at rest.
