And I understand that not precharging the capacitors shortens the cap's life also

Thanks, cgtech for imput. I am beginner at this and struggling somewhat to understand what and how. Are you saying by removing resistor that V will drop from 36.5V to 0V? My other question is why do I get identical voltage readings with the switch and the F/R on or off?

Because the solenoid is only On when the pedal is pressed. (and all pre-qualifications are met like key on, f&r in a F or R position, charger not plugged in).

cgtech in post #20 explained it clearly. The resistor provides just a little power across the solenoid to keep the capacitors in the controller full. Not enough to make it run. That is why you have voltage on both sides. To test the solenoid like Scotty said remove the resistor.

Changed solenoid and have same issue. Where do I go from here and how? Thanks

I found a broken wire on something that goes from the two post on top of controller. Small wire with a yellow round/flat thing in center??? Help
What is this?

It's a MOV, and is not necessary for operation. If it's in question, remove it and try again.
