Default 1999 electric ezgo series won't move

I have 1999 electric ezgo series cart it will only spin the tires when it's on jack stands and only if I barely press the pedal after the pedal is about a quarter of the way down it cuts out and doesn't spin unless you let off to barely any throttle also it doesn't spin in reverse I have 38 volts on the pack what could it be?

It could be a bad battery that is dropping out under load, confirm with a voltmeter reading when it is not going when you ask it to.

Or it could be a bad throttle signal? less likely but water in the pedal box or shredded signal wire?

So when looking for a bad battery put to volt meter as if I'm checking pack voltage and when I press the throttle see how many volts it drops?

take your DVM and check each individual battery and see what their individual voltages are.

I had that happen to my cart. my kid had washed it and i found water in the 5 pin connector at the controller. I sprayed it with contact cleaner and put a little bit of dielectric grease on it and it went back to working fine

Could it be the motor? when I take it off the stands its wants to move it just like vibrates almost like you can feel it jumping but it won't roll
