If you can find a 36v motor and install it, you`ll get your 20mph. Or get one of the purple motors they talk about here. I used a 36v motor with a 48v system and do a constant 20mph with no other changes. That's about the cheapest way to get you speed you want.

I have a stock 2007 DS IQ cart and with the controller set on 4, I'm getting 19.5 on the GPS.

Yes it is.... Certain years had the Double A configuration for the series car, most is just a single A but still, it's a series cart. An IQ cart wouldn't be that slow unless it was on speed setting 1 which is very rare.

I am talking to Plum Quick about a motor upgrade they will have one ready Friday. I'll keep everyone informed on the increased speed and the total cost.

Ok here is the update. I bought a set of Trojan T875s. I had three weak batteries that were probably dragging the whole system down. The batteries increased my speed to a solid 14mph on a slight downhill and 12mph on the flat. It would slow to 11mph on the uphill side of the run. Before any changes the cart would run as slow as 6mph on the uphill. Today I installed a Plum Quick Bandit $225.00. My new speed is 19mph. This was running the same course. It was a solid 17mph on the flat. It never dipped below 15mph on the uphill side. Thanks for help everybody. If you have any Big Block Chevy questions please let me know.
