I believe I have a 2004 series cart. Does anyone know if this freedom chip mod will work on a series cart?

You can still make it go fast, just not nearly as cheap

Is there such a thing as a #5 speed chip for an PDS for speeds above 19 mph, and if so where can you buy them?

No such thing. You can replace the controller for more speed with stock motor, but that's not a cheap project, like personality plug "speed chip".

If I have a 2013 TXT 48v PDS cart (Fwd & REV on the dash and a toggle Tow Run switch on the controller cover) Can I run the same jumper style personality plug or is there a different option? I see some listings for the personality plug that say 36v only.

In '13 TXTs are all 48v (electric) and although sepex are not PDS. PDS (precision drive system) was EZGOs' marketing speak for early sepex carts. The speed (freedom plug) only applied to early 36v carts.
Current 48v carts from about mid 2010 can have speed adjusted somewhat,up to 19mph on standard tires, by the dealer using an electronic key and a hand held scanner. Another option (better) is to get controller tuned by Bob Boyce but you have to get the cart and him together so there are geographical issues. Might be an option depending on where you live.

Other wise changing the controller as suggested by cgtech is a good option. Alltrax is plug n play on these carts and removes restrictions of the original controller. Using free software and a laptop you can adjust many things and usually speeds in the lower 20s are easily achieved on the same standard tires.
Approx $500 or so with self installation. Not difficult.

Actually, the early Sepex carts were the DCS carts, Drive Control System.
