You can easily modify the throttle signal:

For the Series carts you just need to zip-tie the half-speed micro switch closed.

For Sepex (IQ) unplug the speed sensor (or add a 5kΩ 1/4 watt resistor in series with the positive side of the MCOR).

I too was going to suggest the electronic method but the mechanical one may be just as easy.

Yeah.... it was Toyota. I wish they'd look a little harder this year. They're obviously cheating again.

On the carts with speed sensors you could unhook speed sensor and cart will go to limp mode about 8 mph.

On the IQ cars just have someone come in and set them on code 1 or 2. Takes 5 minutes a cart if that. That way nothing is just rigged to work, no one can remove the block of wood,or screw, which you know they will

Toyota isn't cheating anymore than anyone else in Nascar this year. They are just better then everyone else right now.

Everybody is cheating in one way or another. They're just the sneakiest group out there right now.

Yeah.... they merged with Club Car... Remember the throttle issues they had a while back when the cars would just runaway for no reason? MCOR problems..
