Default powerwise II

Guys my charger will run 10 mins or so then kick off then kick back on and so on .. I see a lot of post about them running low amps or won't kick on at all ..
can someone give me an idea of what could be wrong with it ?
It charges normal around 18 amps and moves down as it charges but kicks off and on ect..

All batteries are 6.1
and the charger when on it running 40.6

The "kicks off & on" leads me to a possible control board problem. But first, would like to know what the highest voltage seen at any point near the end of charge cycle. Fully charge (until charger starts acting up), unplug & replug dc cord, monitor pack voltage. We should be seeing voltages nearer to 45v.

46.9 right now and meter on front is almost touching zero

Sounds like a bad control board, batteries are coming up to voltage just fine.
