Definitely call a few places, the Unlock code itself is purchased directly from Club Car and it is unique to Your Controller S/N, but some dealers add a heck of a Markup to that price.

My local dealer changed my precedent to code 3 at no charge when I had them replace the batteries. He advised against the code 4. He didn't think the minimal speed increase was worth the cost. Code 3 is more than fast enough for the golf course and most general use.
