The problem arises when the shoes have left a small metal ridge on the back edge of the drum due to uneven wear. If the cart allows rear access to the star brake shoe adjuster you can just remove the dust cover, back off the adjuster and pull the drum off.

In the DS in question there is no access to the star adjuster even with the rear dust cover removed. The adjuster is still in there doing it's thing, but you have to take the drum off to get access to it from the front side of the brake assembly.

WHEN SERVICING VEHICLES WITH SEVERELY WORN BRAKE SHOES AND WHEN THE
DRUMS CANNOT BE REMOVED BY NORMAL METHODS, PROCEED TO STEP 4 TO MINIMIZE
DAMAGE TO THE BRAKE CLUSTER AND BRAKE COMPONENTS

4. Remove brake drums and badly worn brake shoes.
4.1. On the back of each brake cluster assembly, locate the heads of two brake shoe retainer pins. It
may be necessary to remove sealant material around the head of each pin.
4.2. Insert a 1/2 in. x 5/8 in. cold chisel under the head of each pin and shear them off as illustrated in
Figure 6-4, Page 6-4. This will release the shoes from the backing plate, allowing them to pivot
away from the inside of the brake drum, which should then allow the brake drum to be pulled free.
5. Remove the axle. See following CAUTION.
