If the throttle was at 100%, Yes controller is bad.

On a previous thread you mentioned you replaced the MCOR after the readings were out of spec, did You check the new MCOR to make sure the issue was corrected?
Meter set to 20kΩ
Key Switch OFF, FNR in forward.
Disconnect terminals #2 and #3 from controller
Measure the resistance range on those wires from Pedal Up to Pedal Down.

DONT HAVE A 20k SETTING,JUST STRAIGHT ON FOR OHMS,READING WITH PEDAL UP IS 5 OHMS,WITH PEDAL ALL THE WAY DOWN IS 0 OHMS

I imagine that is 5,000Ω or 5kΩ...

Your post said you installed an MCOR4, that reading above is more like for a VGlide Multi-Step Potentiometer.

What it says is 5.48 with pedal up and 344.1 with pedal down

There is a little "k" to the left of the ohm symbol on the 5.48 reading display.

It looks like the controller is bad, time for an upgrade.

Ok if controller definitely BAD,I think it has a 5-KOA controller,which controller should I get and thank you again for help

I like the programmable controllers, the Altrax SR series is the latest and a popular controller among members of this site.

We have sponsors that sell controllers, David with RevolutionGolfCars.com and Scottyb with CartsUnlimited.net are two very knowledgeable individuals that help a lot of folks on this site.

Even if you are not comfortable with the programming procedure, You can talk to them on the phone and they can probably set it up before sending it to you.

There is also the option for the old school non programmable controllers like the GE, You will need the model that ends in NNVS as your throttle is a 3-wire Club Car.

Give one of those guys a call, depending on the size of the controller You get, You may need to upgrade other parts (FNR, solenoid, cables, etc).
