I have 37.5 when solenoid clicks and no drop
Black wire on ITS has 14.1 at pedal box and at controller
White wire has .1 up to 1.7 as pedal is depressed
Also swapped ITS and no change

No problem - You have power to the control. Your throttle signal is within acceptable range. There is no output. This is the perfect excuse to upgrade!

What controller do you suggest

Oh heck yeah controller is bad just took it off and it sounds like it has rocks in it should of done that to start with but never heard one rattle like that
