If the engine is in good condition you can run them around fast no problem. Hard starting can be carb issue, poor tune, crank seals, low compression, issue with reed valves. Cart should start pretty quick in summer weather, colder requires choke to get going right away. Hot day should start no choke no problem. If you have the old carb you can open the idle jet screw another quarter turn, iirc 1.5 turn open is stock. That will help warm starting unless you floor it, most carts like feather gas zero to 25% throttle as you start.
