I was going to suggest the cable between governor and cable as well. I'd remove it from the cart and make sure it slides easily and silky smooth. Any resistance at all will mess with you.

The governor arm itself can also be "clocked" on the pin coming out of the transmission. Someone had f'd with mine before I got it and it caused all sorts of issues for me, but they clocked it the other way so the throttle would only open half way at most and the cart would only do like 7 or 8 mph top speed no matter what I did with all the throttle/cable/switch adjustments. It's possible someone adjuated yours the other way and it wont allow the throttle to close completely.

I dont beleive the drawing is right it shows both wires to the sol coil to be hot wires,blue from the key switch org from the micro switches.

The drawing shows both wires going to the sol coil to be positive blue one from the key switch and the orange from the micro switches.

Orange on solenoid is negative. It gets ground when the throttle cam MS closes when the pedal is pushed. Also has to have FnR is either F or R or if in maintenance mode (yellow tab flipped over) has to be in N.

The White going from the FnR micro to the Key switch M+ terminal is Ground, Not power.
With Key OFF, M+ is continuous to M- Black wire to chassis ground.
With Key ON, M+ is open and should have no continuity.
