Default Another Snubber question

Please forgive me, I've read the snubber posts on the forum but have a need to ask my question a little differently. I have a 1994 Gas Club Car with a dry rotted snubber. The tang that sticks out from the motor platform/frame is welded on not bolted and the clearance just isn't there to squeeze the sucker in between the cart frame and the motor frame tang. So I've taken the rear leaf spring bolts out with a fair amount of effort and am stuck on the front ones.

First question: Do I have to take the shocks loose to get the axle/leafspring combo to drop?

Second question: Should I undo the shackles that mount the axle to the leaf springs or not?

Is it absolutely necessary to remove the front leaf spring bolts to get enough clearance to get that sucker on? Oops that was the third question

take the front spring bolts out. The shackles will rotate enough to let you pull the cradle back enough to get the snubber on
