I didnt think about the muffler I do know that when the muffler gets warm it smokes like a train could that be part of the problem? Also I disconnected the air filter to see if there was a restriction and it ran the same with nothing connected to the carb

Somewhat, takes quite a bit to get to full throttle with the belt off

Do you pre-mix or is injector still on? May be putting out to much oil mix or as before a plugged muffler. Is the plug oily looking after you try to run it up a bit?
You may be on right track with new carb if all the above items seem to be ok. |

I know that when I put the 22" tires on mine,it felt really gutless.I shimmed the Primary clutch-spring 3/16",and it was a different cart after that,plenty of low-end power.Pull the carb apart,clean out the jets and passages with carb-cleaner and a torch-tip cleaner.
