Default Marathon brakes

I'm doing some work (mods) on my 88. I've got new brake shoes and cable on the way. Question is, when I remove the hubs and activate the brakes, it seems that only the rear shoe expands. Is that correct, or what am I missing? I've sprayed, blew, and cleaned them up but no movement on the front shoe. What gives?

They will both grab when the wheel is on and the pads are contained.

Ok, thanks for the response. They seem to work ok when driving, so I guess they are doing what they are supposed to. I'll keep trucking. Thanks.
