Default Having issues with charger stopping after 5 seconds

Hello all. I am having issues with my cart charger dropping out after 5 seconds of being plugged in. here are the facts that i have.
Cart is a 92 Marathon with batteries installed in June of 2013. When the charger does run it only chargers for about 3-4 hours. I did this yesterday. I just checked the total pack an hour ago and the SoC was 36.79V. All batteries were measured individually and results were
A 6.15
B 6.12
C 6.12
D 6.10
E 6.10
F 6.17
I tried plugging the charger in several times but it would drop out instantly this was around 3 hours ago. I just tried again about 30 minutes ag o and it took off on the third try and started charging. I measured total pack and it was receiving 41.8V. individual batteries were
A 7.25
B 7.27
C 7.19
D 7.22
E 7.20
F 7.55
the charger is a Total Charge IV E-Z-Go Textron Input 120v/12A - Output 36V/21A DC Number of cells 18 Ah 240
The batteries are Interstate Deep Cycle GC2-HD-UTL 216Ah

After reading several posts on here about battery care I probably should be turned into the Battery police for abuse. I do keep them clean and watered but probably abuse the discharge rate of 70% alot. I know the last year we had to tow the cart back to our lot a couple of times due to dead batteries. with this said I dont know if my issue is with the batteries or the charger. when looking in the cells the plates are clean and not all crystallized up.

Any thoughts??

Update
Charger has shut off after about an hour. Total SoC after charge was 37.06. Also all other battery values barely came up more than 0.1 V
