I will bet the brake (motor brake) has failed. Handheld won't tell you jack. I service these cars for a living and have both the Danahar and Curtis handhelds. Either the cart (if it's a 2009 it's almost a guarantee--does the motor have a brake with a handle to release it? check under the plastic cover where run/tow switch is. Does it have the upgraded, larger solenoid or a tiny little one hardwired in?) has the tiny solenoid that tends to go bad and take brakes with it, an older brake with handle, or it's just bad.

They tend to emit some bad rubber type odor as well when they give up.
