Question 36V EZGO PDS cart solenoid clicks but no movement

Hey guys been a while since I have been on the site, life kinda got in the way. My cart has been in storage for almost two years. It ran out fine when I parked it the batteries were almost dead at that time but it did still move under its own power. I have gotten it out and cleaned it up I have put newer batteries on it out of a cart my mother in law has so these batteries are good. I cleaned up all the wiring and put new battery cables on it but when I push the go stick it just clicks. I am really not sure what the issue could be.... Could the PDS controller go bad just from sitting? I made sure to put it in TOW mode before I put it in storage. Really scratching my head on this one so any help would be greatly appreciated.

If the solenoid clicks when the pedal is pushed, that more or less narrows it down to the controller, motor or throttle.

What is the battery pack voltage?

Connect your DVM between the controller's B- and M- (A1) terminals. You should get battery pack voltage when the pedal is pushed just far enough to make solenoid click. Then slowly push pedal to floor and the voltage ought to smoothly decrease to 0V, or close to it.
