Default 1998 Club Car DS 48v will not move: Yes I read other Fourms just a few ?’s

I have a 1998 Club Car DS 48v with lift kit and custom wheels and oversized tires that I purchased used 3 years ago, and I am having the same issue as I have seen posted here but with slightly different problems.
My cart was working fine, then only doing reverse and now won’t move at all. Solenoid will click, a couple of times and then nothing.
Read previous forms and charged the batteries.
The batteries individually read 9.24 to 9.45.
Pressed on pedal two times (cart didn’t move) and they have dropped to 8.14 to 8.25. I am replacing all 6 batteries, obviously, but I am wondering if I am also looking at a switch and/or a solenoid issue as well? After I push the pedal a few times the solenoids stop clicking. Will low batteries cause the solenoid to stop clicking as they lose power? I replaced one solenoid last summer, (yes I know I should have just done them both then).

Would also appreciate ideas on battery replacement options. I ride everyday for about 2-3 hours total. Just myself and two large dogs, paved lake roads, some grass pasture, country roads. Don’t have a whole lot of money to spend and I do all my cart repairs and upgrades by myself.

The battery voltage is out of the ordinary. That much loss is not normal even for batteries that are in poor shape.
They would not go from running 2-3 hours one day, to not moving at all the next. I would suspect either bad cable connections, or the voltmeter may be lying to you.
Check the batteries in your meter, or try another meter if you have one or have access to one.

Battery voltage is best checked after the cart has been off the charger for about 12 hours to give you the most accurate reading. If checking right after the charger is done, you will be reading the surface charge which will be much higher than normal resting voltage.
