The Precedent needs a pre-charge resistor or the controller capacitors and Solenoid contacts can get damaged.

Yes, the pre-charge resistor must be installed with the OEM controller.

Update.
There actually is a pre charge resistor between the posts. When key is off, and a probe is on each side of the solenoid post i get 0 voltage. |

Check your wiring against the diagrams, specially the solenoid to controller B+.
You should have a few volts across the pre-charge resistor when the key is OFF, not 0v. |

With new solenoid i get .4 volts at solenoid.

Did the cart pass the speed sensor test (push the cart with key OFF)?

Yes. I installed new speed sensor anyways. Same result.
