A couple of thoughts. I understand you did the hydrometer test with the batteries but did you do a load test? It sounds to me like a battery is dropping out under load. When it won't climb does it feel like it is shuttering? If so then it's a voltage issue, i.e. battery dropping out.

My other thought is that stock DCS controller will not hold up under tires that size. You need a 500 amp controller at least.

If you are sure your batteries are in good shape, my guess would be that remanufactured controller.

After a fully charging the batteries, connect a DVM to the battery pack's main positive and negative terminals and monitor the pack voltage while climbing one of the inclines the cart has troubles climbing.

The voltage will drop, but it shouldn't drop below 31.5V with the pedal on the floor.
If it does, you either have battery issues or high current cable issues.

If the voltage stays above 31.5Vm note what the lowest pack voltage is while climbing the incline with your foot on the floor.
Connect the DVM between the controller's M- and B+ terminals and monitor the voltage while climbing same incline.

The voltage between M- and B+ ought to closely track the battery pack voltage while climbing the same incline at WOT.

If it doesn't, it is a controller or high current cable issue.

So it could be possible that there is resistance in the high current cables? It runs about 20 mph at WOT on flat ground.

Yes, there is a possibility that there may be excessive resistance in the high current cable. In fact, it is a certainty if all ten high current cables have not be upgraded to 4Ga or thicker cable. However, there are other possibilities, so excessive resistance in the high current cables may or may not be the source or may or may not be sole source of the symptoms you describe.

Running 22" tires with a stock DCS controller is controller abuse, so the controller is high on the list of possibilities.
The batteries are two years old, so they are not new and even new batteries are suspect for the stated symptoms.
The stock (85A) solenoid is another possibility.

When properly set up a 97 TXT DCS is a great cart. Unfortunately, the stock DCS controller is not a reliable controller, the stock solenoid is too small and the stock (6Ga) cables are too small as well as a poorly designed for the acid laden atmosphere the are used in.

Basically, if your batteries are good and the motor is good, everything between the two needs to be replaced with components capable of delivering the amps needed to turn the 22" tires.

Drop in an Alltrax DCX400 (or larger), a 200A (or larger) solenoid and 4Ga (or thicker) cables.
